Good morning! Coincidently, I have been putting together a timeline of the high school project in response to another FOIA about the schools that I received last week. I decided to put this timeline together because often I’m asked to provide one document from the project and as you know from your research of the high school project it really started moving in 2018 and evolved up until 2024 into the building that we have today. A timeline to understand all of the actions taken are helpful to both me and to anyone making an inquiry.

 

I have attached my timeline of all of the Commissioner meeting actions regarding the high school, as well as the Joint Committee that was formed in 2018. Both the Commissioner meetings as well as the joint committee meetings are advertised online, and the agendas are sent to anyone that is signed up to receive meeting notices. This joint committee’s minutes are included in our official minute books. I have also noted which meetings had public hearings etc and can be found in the Commissioner meeting minutes archive online.

 

Answers to your request for information…

 

  1. Your first question is regarding a publicly advertised hearing for the final amount financed. That hearing took place on November 20, 2023.  The minutes are  here. As you will see this was for the installment financing (construction loan) not to exceed $34,998,500, a public hearing was held.
  2. Attached is the USDA required feasibility study that the County’s auditor performed. I have attached the initial study (named “final) as well as revised report that was sent later. The reason I sent both, is because the first document named “final” includes more information, FYI both reports were provided to USDA by the auditor.
  3. Attached is the Davenport financial analysis. I am not aware of any additional studies from Davenport after this was presented.
  4. Attached are the MB Khan Contracts from my meeting files. The last amendment to the contract was approved 11/6/23. (My timeline notes other times the contract amendments were recommended and voted on). I have all the documentation from my meeting files attached.
